Logging fm tracks to midi would be useless and would severely distort/alter the quality of the songs. Midi and fm are two totally different types of formats. What you would need to do is use/write a ripper that got the fm songs and the samples into some sort of tracker mod format. Out of curiousity I ran mega ripper 4.9 against pstar4.smd and was able to extract a "U8 Sample Sound file" but all I got out of that was static. Perhaps that is because I have no real idea what I was supposed to do with the file but I don't know. If all you care about is the songs then you could run some emu that logs sound to a wave file and then edit all the tracks you get until you have the songs you want. (I'd suggest converting them from wav to mpeg when you're done.) Of course, this will take you forever. It might be quicker to write a ripper of your own. :)
